The goal of the Town’s annual roads program is to recommend adequate investment in the Town’s 107 mile roadway network to ensure the network does not deteriorate to a point which would result in more costly periodic repairs. Utility improvement opportunities are also identified and implemented within the roads program when appropriate. This can include drainage replacements or enhancements, water main and sewer main replacements and/or private utility expansions from National Grid (gas main), Verizon (Broadband internet/cable), etc.
Liberty Street is part of the 2015 Roads Program Phase III bid, which is valued at approximately $1,068,767. The project is scheduled to reconstruct 2.5 miles of roadway, reconstruct drainage as needed, and other incidental work.
Scope of Work:
Drainage improvements will be completed ahead of pavement rehabilitation. Six (6) new catch basins, six(6) drain manholes, three (3) gutter inlets and approximately 1075' of pipe will be installed. Liberty Street is scheduled for two different types of treatment. One is a mill and overlay, this treatment will be done from Lowell Road to Estabrook. This treatment involves mechanically stripping only the top layer of pavement and then installing new pavement.
The second treatment is from Estabrook to Monument Street and is a reclaim treatment. A reclaim treatment involves pulverizing the existing roadway into a gravel subbase material, re-grading and compacting the sub-base material and then installing the base course pavement. It is anticipated that the final "top course" of pavement will be installed in late summer of 2016. Likewise, final improvements will include blending driveway aprons (only as necessary), loaming and seeding disturbed areas, and final cleanup.
Construction on Liberty Street has shut down for this construction season, work will resume in 2017.
